Bid Requests/RFP's

The Village of South Elgin publishes Bid Requests and/or Requests for Proposals (RFPs) for many projects and/or products.  Along with this listing, Bid Requests and RFPs are often published in local newspapers in compliance with local, state and federal laws.

  1. Time and Place of Opening Bids. Sealed proposals for the construction of the Spring Street Water Main Replacement Project for the Village of South Elgin, Kane County, Illinois, will be received at the South Elgin Public Services Building at 1000 Bowes Road, South Elgin, Illinois 60177 until 10:00 A.M., December 15, 2021, and at that time will be publicly opened and the unit price total read aloud.
  2. Description of Work. The proposed construction consists of approximately 2,400 feet of 6-inch, 8-inch, and 10-inch water main replacement, fire hydrants, valves and vaults, water service replacements, parkway and local street pavement restoration, and other miscellaneous items of work.
  3. Information for Bidders. All pertinent documents may be examined at the South Elgin Public Services Building at 1000 Bowes Road, South Elgin, Illinois 60177 or on the internet at

Copies of the Bidding Documents may be obtained from BHFX Digital Imaging,, upon a non-refundable payment of $75 per set, or downloaded upon a non-refundable payment of $35.  Documents can be purchased only through BHFX Digital Imaging.

Not less than the prevailing rate of wages as determined by the Department of Labor or determined by the court on review shall be paid to all laborers, workmen and mechanics performing work under this contract.

The Village of South Elgin is exempt from the Illinois State, municipal or county Retailers Occupation Tax, Service Occupation Tax, Use Tax, and Service Use Tax as described in Illinois Compiled Statute Chapter 35.  Bid prices shall not include the cost of such taxes.

All Bids must be accompanied by a Bidder's bond, certified check, bank cashier's check or bank draft payable to the Village of South Elgin for ten percent 10% of the total amount of the Bid as provided in the Bidder Instructions.

  1. Rejection of Bids. The Board of Trustees reserves the right to reject any or all Bids and to waive technicalities.  Unless the Bids are rejected for good cause, award of contract shall be made to the lowest responsible and responsive Bidder.
