The Village of South Elgin publishes Bid Requests and/or Requests for Proposals (RFPs) for many projects and/or products.  Along with this listing, Bid Requests and RFPs are often published in local newspapers in compliance with local, state and federal laws.

2021 STREET IMPROVEMENTS & RECONSTRUCTION PROJECT  
Time and Place of Opening of Bids:  Sealed proposals for the improvement described below will be received at the office of the Village of South Elgin Public Services, 1000 Bowes Road, South Elgin, Illinois 60177 until 11:00 am, May 6, 2021.  An in-person bid opening will be held at the above address at 11:00 am on May 6, 2021.

Description of Work:  Hot-mix asphalt road surfacing, base patching, concrete curb and gutter removal and replacement, minor storm sewer repairs, driveway removal and replacement, sidewalk removal and replacement (ADA accessible), pavement markings, parkway restoration, and other miscellaneous work.

Plans and proposal forms will be available to prospective bidders by contacting Baxter & Woodman 815-444-3333 (contact - Joe Wilhelmsen - jwilhelmsen@baxterwoodman.com) for access information to BHFX where documents can be obtained upon a non-refundable payment of $50 (printed) or $25 (electronic download only).  The Contractor is required to be IDOT prequalified to bid on this project.



CLINTONVILLE-COLLINS NEIGHBORHOOD UTILITY IMPROVEMENTS
The Village of South Elgin, Illinois, (OWNER) is requesting Bids for the construction of the following Clintonville-Collins Neighborhood Utility Improvements  Project - Contract 1-2021.

Bids for the construction of the Project will be received at the Public Services Building located at 1000 Bowes Road, South Elgin, IL 60177, until Tuesday, May 11, 2021, at 2 p.m., local time. At that time the Bids received will be downloaded and opened and read aloud publicly.

The Project includes the following Work:  Installation of approximately 4,300 linear feet of water main varying from 6-inch to 12-inch diameter with associated valves and vaults. Installation of 63 water services. Installation of 2,000 linear feet of storm sewer varying from 12-inch to 18-inch diameter and associated structures. Complete digital Project Bidding Documents are available at www.strand.com or at www.questcdn.com. For this project, bids will be received and accepted via the online electronic bid service through QuestCDN.com or by submitting paper copies of the Bid to the Village Clerk at the Public Services Building at 1000 Bowes Road, South Elgin, IL 60177 . To access the electronic bid form, download the project documents and click the online bidding button at the top of the advertisement.

Paper copies may be obtained from the Issuing Office, which is Strand Associates, Inc.®, 1170 Houbolt Road, Joliet, IL 60431. A nonrefundable fee of $250 will be required (shipping and handling fees included). Overnight mailing of Bidding Documents will not be provided.

All Bidders submitting a sealed Bid shall obtain the Bidding Documents from QuestCDN.com or from Strand Associates, Inc.® 

Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive.

If Bid Documents are not downloaded, Plan Holders are requested to provide an e‑mail address if they wish to receive addenda and other information electronically. Plan Holders are requested to designate whether they are a prime contractor, subcontractor, or supplier if they want this information posted on the project Plan Holders List.

The Bid must be accompanied by Bid security made payable to OWNER in an amount of 10% of the Bidder’s maximum Bid price.

Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/1-12 the “Prevailing Wage Act”) as ascertained by the Village or by the Illinois Department of Labor for Kane County, Illinois shall be paid for each craft or type of worker needed to execute the contract or to perform such work.

If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ a work force that consists of at least 90% Illinois laborers. An “Illinois laborer” is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder’s subcontractors.

The Village of South Elgin reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 85 days after the time set for receiving Bids.

Contract award shall be made based on the lowest responsive and responsible Bidder.
